A plume of dark smoke ascended from the neighborhood, visible throughout the city, as flames jumped from one rooftop to another, driven by wind and highly flammable materials. Residents hurried into the streets, carrying children, elderly family members, and personal belongings, while some attempted unsuccessfully to extinguish the fire themselves.
